At the grocery store, you can expect a grumpy middle aged woman to toss the receipt in your general direction and immediately move on to the next customer as you scramble to collect your things and get out of the way. Waiters do the bare minimum. You can't return anything here. Employees often act like you've ruined their day by entering the business.
I never found the service bad in Estonia. Though they seem to be prone to running out of foodstuff in their restaurants; they don't order in or make enough.

Low IQ means no forward planning and a low trust society I suppose.
