What's the real reason for the Canterbury meningitis outbreak?

There is an outbreak of meningococcal meningitis in Canterbury and the UK authorities are desperate for it not to reach London, which it may already have done. The outbreak seemingly began on about 7th March in a nightclub in Canterbury called Chemistry. Eleven people who attended are seriously ill in hospital and two people have died; an 18 year-old sixth former called Juliette and an un-named 21 year-old student at the University of Kent. It has been speculated that the outbreak may have been caused by people sharing vapes.
